Consultancy Opportunity - Water Sector Specialists

Role Overview & Context

Accord Worldwide, Inc. is inviting expressions of interest from qualified water-sector professionals for a proposed institutional capacity-building assignment in Somalia. The assignment relates to institutional capacity assessment, training needs assessment, and curriculum development supporting water and sanitation institutions at federal and Federal Member State levels. This recruitment is being conducted in connection with a competitive proposal currently under preparation. Inclusion of a candidate in the proposed team does not constitute an offer of employment or guarantee of an assignment.

Key Responsibilities & Duties

• Support assessment of the institutional and financial capacity of water utilities/agencies.

• Evaluate financial sustainability, revenue collection, tariff structures, and contract management.

• Assess readiness for Public-Private Partnership (PPP) and sustainable water-utility business models.

• Conduct assessments related to groundwater and water-quality monitoring.

• Implement digital monitoring and data-management systems.

• Develop monitoring and evaluation frameworks.

• Engage with government institutions, Federal Member States, and other stakeholders.

• Travel to project locations in Somalia, including Dollow, Qardho, and South Galkayo.

Required Qualifications & Competencies

• University degree in Public Finance, Corporate Finance, Business Administration, Hydrogeology, Water Resources Engineering, or a related field.

• At least 7 years of relevant professional experience.

• Demonstrated experience in assessing water-utility financial sustainability, revenue collection, and tariff structures.

• Experience with contract management, PPP arrangements, and utility business models.

• Experience in WASH, water utilities, institutional strengthening, or public-sector capacity development is highly desirable.

• Experience in Somalia or another fragile/conflict-affected environment is an advantage.

• Experience with UN agencies, multilateral development banks, or international development organizations is desirable.
