The Norwegian Refugee Council (NRC) has been at the forefront of humanitarian response since 2021, delivering multisectoral assistance in shelter, education, livelihoods, food security, and legal aid. Our commitment is to support individuals in hard-to-reach areas, collaborating effectively with local authorities and stakeholders. In our innovative approach, we are piloting cash-based interventions to assist displaced populations residing in host communities. NRC’s comprehensive response framework addresses the pressing needs of returnees and internally displaced persons (IDPs) by focusing on food security, livelihoods, shelter, education, legal assistance, and water, sanitation, and hygiene (WASH), while also being responsive to emergencies through our six core competencies: Shelter, Education, Cash & Market Systems, WASH, Information, Counselling and Legal Assistance (ICLA), and Protection from Violence.
NRC Somalia operates within the broader East & South Africa regional framework, which encompasses extensive multi-country humanitarian and early recovery initiatives across ten nations—Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan, and Mozambique. Our overarching strategy is to enhance protection and promote the rights of displaced individuals in dire humanitarian circumstances by improving living conditions and pursuing sustainable solutions. The regional office, situated in Nairobi, collaborates with country programs to ensure standardized programmatic and operational methodologies, foster multi-country programming, and uphold quality and coordination.
The Finance Assistant will be pivotal in executing daily financial operations and responsibilities. This role requires a proactive approach to ensure, implement, and assist in the Finance function as outlined in the plan of action.
Generic Responsibilities:
Ensure compliance with NRC policies, tools, handbooks, and guidelines.
Implement the delegated Finance function portfolio in alignment with the established action plan.
Prepare and develop status reports as required by management.
Ensure proper filing of BRCiS documents within the filing structure.
Promote and share innovative ideas for enhancing the finance function.
Specific Responsibilities:
Monitor costs recorded in the financial system to ensure alignment with CMU activities, accurately charged to the appropriate project and budget lines, and proactively address any discrepancies.
Maintain comprehensive trackers for program and CMU travel, detailing travel purposes, planned and actual expenses, and relevant charging codes.
Regularly update the consultant tracker to include contract specifics, budget allocations, payments, and outstanding balances.
Oversee payments due to consortium partners and liaise with the CO team to ensure timely processing of these payments.
Maintain and update the finance contact list and other financial trackers to guarantee the accuracy and currency of information.
Manage the filing system (both online and physical) for all financial and accounting documents pertinent to CMU.
Process CMU-related payments, including those to consortium partners, auditors, and other service providers.
Ensure that assigned trackers and financial records are accurate, comprehensive, and regularly updated, promptly addressing any issues that require attention.
Undertake additional finance and administrative duties as assigned by the line manager.
Professional Competencies:
A minimum of 1 to 2 years of experience in finance or a related field.
A bachelor’s degree in business administration, commerce, finance, or a related discipline.
Experience in a humanitarian context or with an international non-governmental organization (INGO) is advantageous.
Demonstrated experience operating effectively in complex and volatile environments.
Documented results pertaining to the responsibilities of the position.
Exceptional communication and interpersonal skills.
Excellent written and verbal communication capabilities.
High attention to detail and accuracy.
Strong understanding of financial reporting systems and accounting practices; CPA qualification is an added asset.
Ability to perform effectively under pressure and consistently meet deadlines.
Proven ability to collaborate with individuals from diverse cultural backgrounds and communicate effectively across teams.
Capacity to work independently and contribute meaningfully within a team setting.
Strong organizational and time-management skills.
Proficiency in computer applications, including Microsoft Office and other relevant financial software.
