    Purpose of the Position

    The position is an entry-level operational positioning the accounting section of the External Assistance Fiduciary Section (EAFS) within the Ministry of Finance and economic development. The EAFS unit is charged with the management of and reporting on donor provided funds Recurrent Cost and Reform Financing II (RCRF) project, financed by a Multi-donor Fund and managed by the World Bank, for which HSS has access thereto.

    The primary purpose of the position is to support the EAFS Head of Accounts in ensuring transparency and integrity in the use of RCRF II external assistance funds through the RCRF II project, establish strong financial management procedures and produce prompt accounting for all RCRF II assistance funds received.

    1. Responsibilities and Duties
    • Prepares periodic cash flow forecast in respect of HSS-Projects and oversees that strong budgetary controls are maintained in the Bisan FMIS over the use of all Projects.
    • Prepares and issues payment vouchers in preparation of review and maintains the cash records in the Bisan FMIS in accordance with procedures.
    • Maintains FMIS account books in accordance with the requirements of the POM and HSS legislation and regulations.
    • Check deliveries and invoices against purchase order for type, quantity, and condition.
    • Assist in the preparation of purchase requests and orders, supplier agreements, and subcontracts for procurements and ensure compliance with donor regulations ;
    • Ensure that suppliers and contractors are fully compliant with contract terms and conditions in terms of reports and/or invoices;
    • Review financial documents such as purchase orders, Expenditure reports, check requests etc. for Monthly Expenditure and operations;
    • Records financial transactions and ensures that they are fully documented, supported and duly coded in accordance with the Chart of Accounts as per the POM, the financial management regulations and process of HSS;
    • Maintains Travel Advance Register and Travel Advance retirement log.
    • Assists to the Director of EAFS section, as required, in the preparation of all Project-mandated financial statements (quarterly and yearly) and Statement of Expenditure (SOE) in accordance with the reporting requirements as outlined in the Project Operations Manual (POM)
    • Maintains logical filing system for financial documents and ensures it is compatible with the HSS filing system, thus ensuring no parallel filing systems are operating.
    • Assists to the procurement director in ensuring appropriate documentation and adequate stock controls are in place related to EAFS department.
    • Ensures the Replenishment Applications Register (SOEs), Fixed Assets Register, and other subsidiary ledgers are appropriately kept and up to date
    • Support audit reports for management response
    • Support Preparation of Monthly and quarterly reports
    • Carry out any other assignment requested by the line manager and the Ministry Management
    1. Qualifications and Experience
    • Bachelor degree in accounting or financial management, business administration
    • 3 years’ experience of similar role in the public or private sector is an advantage

    4.     Competencies

    • Computer literacy and familiarity with Word, PowerPoint, and Excel.
    • Accounting Package is an essential.
    • An understanding of government financial management Procedures.
    • Good decision making and problem-solving skills
    • Excellent communication skills both written and oral for Somali and English.
    • Well-developed management and organization skills
    • Good ethical values of Honesty, integrity and confidentiality
    • Excellent organizational and time-management skills
    • Outstanding communication and negotiation abilities
    • Flexibility and ability work on multiple tasks/projects concurrently
