The overall purpose of the role
The Country Safety Specialist (CSS) will be responsible for supporting the Head of Safety and Humanitarian Access (HoS) in the development and implementation of the DRC Safety Risk Management (SRM) system in Somalia and Somaliland, in close cooperation with the Country Director, AM and area Safety assistants for DRC in Somalia and Somaliland.

- Facilitate compliance audits as part of the Safety Risk Management (SRM) system, including Minimum Operating Safety Standards (MOSS) and Safely Level System (SLS) audits in Somalia/Somaliland.
- Assist in the drafting and implementation of safety management policies, protocols, and procedures, including MOSS and follow-up Safety Improvement Plans.
- Facilitate Program access and continuity through the provision of dependable advice, weekly sit-reps, and safety advisories, as needed.
- Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures.
- Maintain relevant safety documentation, data, and records, including training registers and incident inquiries and reporting.
Training, supervision and support
- Training of local staff and mentoring of Local Safety Officers (LSOs) and Safety Focal Points (SFPs), including Personal Awareness and Safety Training, staff inductions, and training on Standard Operating Procedures (SOPs).
- Support and assist in coordinating the country-level Incident Management Team (IMT) and Area IMTs.
- Represent the Somalia Programs within inter-agency fora as related to safety issues.
- In coordination with the Area Managers, Mentor and provide technical supervision to the area safety team in executing their day-to-day safety operations and activities in Somalia and Somaliland.
- Act as Country Safety Coordinator in the absence of the CSC.

Qualifications and Experience
- Minimum 3 years of working experience in the field of safety with NGOs/INGOs in the Somali context
- Degree in political science, peace & conflict studies, history or disaster management.
- East Africa deployment experience.
- Previous management and/or supervisory experience, preferably in an NGO setting
- Ability to conduct and produce high-quality safety risk assessments (SRAs)
- Proven ability to develop and implement effective and contextualized protocols and systems
- Experience with information gathering, analysis and report writing
- Experience working in multicultural work settings
- NGO safety management experience is desirable
- Computer software skills, including sound knowledge of Microsoft Excel and PowerPoint
- Stable, moral and robust character and a good team-player
- Willingness to travel widely throughout the Somali region
- Excellent communication skills, both verbally and in writing, including negotiations and mediation
- Experience with delivering safety-related training
- Experience working in hostile or hazardous environments (DRC SLS 5 and above) with Ability to travel freely throughout Somalia/Somaliland
Conditions
Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band Non-Management G
